Background:

“Help – help for self-help” is a German non-governmental charity-organization duly registered with the courts of law in Germany and in several host countries, such as Afghanistan. Help was founded in 1981 by concerned Members of Parliament of all parties represented in the German Parliament. We started providing humanitarian assistance for Afghan refugees in Pakistan, and soon extended to development-oriented activities. We provide aid and development-support regardless of race, creed or nationality. Priorities are set on the basis of need and upon the request from partners and vulnerable communities to cooperate fairly and transparently.

Over the past 38 years, Help has extended to worldwide operations. We are engaged both in emergency- and in development-programs. Whenever possible, we link emergency-aid with assistance for self-help. It is our aim to encourage the efforts of communities affected by disasters and political upheaval, while strengthening their capability to improve their living conditions and long-term perspectives.

In Afghanistan, one of the major programs of Help is TVET & Employment Facilitation. Typically, we offer high-standard and long term (6 months) vocational training in marketable skills; provide employment services through the Employment and Entrepreneurship Services Centre / EESC and build up the capacity of communities and relevant staff in sectorial government departments and local NGO/Association partners.

Job summary:

The Employment & Entrepreneurship Service Center/EESC Officer will closely work with the EESC team for the project AFG105-19 funded mainly by UNICEF and Help’s HQ in Bonn. S/he is responsible to provide employment facilitation for the TVET graduates of the project in accordance with the plans and procedures of the EESC.

Main Responsibilities:

  1. Interview the under-reintegration trainees to make sure their availability in future for follow ups/tracer-studies
  2. Facilitate jobs for interns and trainees through cooperatives, self-startups/small businesses, introducing to companies and workshops
  3. Advise the under-training trainees regarding the market demands and careers
  4. Facilitate the process of getting work permit and certificate from municipality and craftsmen union for reintegrated trainees.
  5. Interview residents to obtain employment history, educational background and career goals
  6. Identify barriers to employment and assist TVET graduates of Help with such matters as job readiness, skills, writing resume and preparing for job interviews
  7. Provide career, training and education counselling
  8. Identify current and prospective staffing requirements for interns and trainee.
  9. Maintain a database of local residents / jobseekers interested in employment
  10. Be familiar with industry, I/NGOs employment legal and training requirements
  11. Be familiar with employment agreements with INGOs and industrial companies
  12. Provide advice to jobseekers on industrial companies’ employment requirements
  13. Arrange for interviews of local residents / jobseekers
  14. Attend career fairs and promote the target communities for career and job opportunities
  15. Attend in tracer and market studies with the EESC team as surveyor
  16. Attend the official workshops, seminars upon the request of Help organization

Requirements:

  • Bachelor’s Degree in Economics/ Management/ Business Administration/ Public Administration and or any other related field
  • Must be fluent in English, Dari and Pashto and have a thorough knowledge of MS. Office and Internet
  • At least two years of proven experience in the relevant field
  • Be able to solve problems and make decisions
  • Enjoy good communication skills
  • Team work is highly required.
  • Should be good in planning, writing and reporting
  • Able to work under pressure and different circumstances
  • Knowing how to drive is considered a plus point.
