Help Holds Monitoring and Evaluation Training to Staff of Directorate of Labor and Social Affairs (DoLSA) of Herat Province

In continuation of capacity building trainings to the staff of Directorate of Labor and Social Affairs / DoLSA of Herat province, a series of training sessions have been planned to be offered to the staff of different units of DoLSA-Herat during 2020 & 2021. The CB trainings will be funded by Help German Organization/Help INGO and UNICEF under the project AFG109: UNICEF-Help joint project on livelihood, skills training, job facilitation and psycho-social support for 2300 most deprived street working children or their immediate family members in 4 western provinces – Herat, Badghis, Ghor and Farah.

The overall goal of the CB training sessions to DoLSA staff of Herat and the above mentioned provinces are to develop and strengthen their capacities and to bring changes in specific areas of knowledge, skills and attitudes in order to help them prepare for better job performances.

The first round of training sessions were organized on “Monitoring and Evaluation” to four staff of DoLSA including Head of orphanages Unit, Vocational Skills Document Regulator, Staff Attendance Regulator and one person from M&E Unit. The training was offered from 18-20 May, 2020, three half-days at Women Empowerment and Social Association / WESA.

The Objectives of the M&E Training are:

  • Improve the understanding and importance of M&E among the staff of DoLSA.
  • Identifying different analyzing tools of Project Cycle Management and understanding different methods and tools of Monitoring and Evaluation.
  • Understanding how to prepare M&E plan, implement the plan and write the M&E report.
  • Improve the participant’s knowledge on how to carry out M&E in their organization.

The training programme was officially opened by remarks by Sohrab Faizy, Help’s master trainer, encouraging the participants to take the M&E training seriously with the intention of enhancing their knowledge on how to conduct monitoring and evaluation from I/NGOs activities as well as the importance of M&E in providing feedbacks and recommendations for I/NGOs for better implementation of the activities and achieving desired project/program goals.

The M&E Training Consisted of:

  • Definition of Project and Program;
  • Cycle of Project;
  • Definition of Monitoring and Evaluation;
  • Differences between Monitoring and Evaluation;
  • M&E terms;
  • Logical Framework;
  • How to develop M&E plan, conduct monitoring activities and prepare M&E reports;
  • Understand the Staff Evaluation Principles and Processes in the Govt. Depts.

The Training Methodology Consisted of:

  • Brainstorming;
  • Presentations (Lectures);
  • Case study ;
  • Group works;
  • Discussions;
  • Role plays;
  • And Practical session (monitored tailoring course of WESA).

The training presentations was prepared in Dari language. Also additional commentary materials were distributed to the participants for their further information and better understanding of M&E

At the beginning of training a pre-test was taken from participants in order to identify the capacity and level of knowledge of the participants regarding M&E and at the end a post-test was conducted in order to assess the skills, knowledge, and understanding as a result of the training. Also at the end of the training evaluation form /evaluation questionnaire was distributed for participants in order to evaluate the training results, its success amongst the participants as well as get their suggestions/recommendations for the next training programme.

Overall the training was evaluated as positive both by trainer and participants. DoLSA staff thanked and appreciated Help INGO for the successful organization of the M&E training and requested more of such trainings in the future.

Certificates of participation will be distributed for the successful participants at the end of the year 2020 once the six rounds of the training sessions are completed
