Holding the 16th TVET & Employment Round-Table in Herat Province

As part of the series of roundtables meeting on TVET and Employment, this time the Department of Labor and Social Affairs of Herat Province in cooperation with the Help and the Organization for Sustainable Aid in Afghanistan (OSAA), organized the 16th roundtable meeting on TVET and Employment in Women Empowerment and Social Association/WESA Conference Room in Herat province, under the title of “Challenges, Problems and Administrative Bureaucracy for Non-Governmental Organizations on Memorandum of Understanding, Tax Payment System and Long Administrative Process in the Ministries of Labor and Social Affairs, Ministry of Economy and Ministry of Finance.

In this roundtable meeting, representatives from Govt. Dept, including the Department of Labor and Social Affairs /DoLSA and the Department of Economy of Herat Province, as well as representatives of various international and local organizations, Help, OSAA, RSDO, UNION Aid, AREP, ADA, WASSA, IRW, AWEC, and WISE participated.

At the beginning of the roundtable meeting, Ms. Parwin Hossainy,  the Organization for Sustainable Aid in Afghanistan (OSAA) Director mentioned the purpose of the roundtable and the reason for the meeting. Then, Mr. Sarwari representative of the Department of Economy/DoE – Herat Province talked about the problems currently facing the signing of the Memorandum of Understanding/MoU between organizations and the implementation of their projects with the sector ministries and as well as the existing administrative solutions to get out of this situation and the correspondence between the ministries were discussed.

 

The leadership of Herat DoLSA had announced its full cooperation to solve these problems and promised to talk about this issue to the National Skills Development Program/NSDP director of the Ministry of Labor and Social Affairs to solve the problems mentioned by the organizations with signing of their MoU.

The Herat Department of Economy has also promised to cooperate for solution of these problems and will arrange meetings with the Minister of Economy for the official affairs of the organizations and for solutions of the challenges of MoU.

Furthermore, the following results and decisions were taken after discussions and exchange of views:

The representatives of the organizations working on TVET have been decided to go to Kabul with the coordination of Herat DoLSA to meet the NSDP director and the DoLSA Minister.

The above-mentioned organizations will complete all their documents needed for the signing of MoU and then submit them to MoLSA.
