Attendees: 18 (15 mayors and 3 staff from the govt. staff of Herat city)
Basic training round of Logistics and Budget from Five Function Program was successfully organized for mayors of 15 districts of Herat province, the governors’ budget managers and Head of Herat Municipality within a quadripartite agreement and coordination with Herat Governor, Afghanistan Civil Servant Institute, IARCSC and Help NGO from Germany.
Subjects that are taught included logistics’ law and instruction.
In addition, to further enrich the program, a number of guest speakers were invited from relevant sectorial offices of the government, sectorial departments and Help Organization to share their experience with the attendees.
The participants benefited from field trips and were familiarized on how governmental offices such as Herat Municipality, Herat Governor’s office and Dept. of Finance work. They also had a meeting with Deputy of Herat Municipality and Herat Governor aiming to increase cooperation among mayors and Herat Governor.
This training was held in 2 shifts; Morning and afternoon, for 6 hours in the Training Center of Help.
In the end, a closing ceremony was organized to appreciate mayors of 15 Herat districts for their active participation. Mr. Mohammad Asef Saeedi, Head of Herat Human Recourses Directorate, Mr. Mohammad Ali Soroosh, Head of Help Capacity Building Program, Zabihullah Monib Taheri, Program Director of Help and officials of Herat Capacity Building Directorate and IARCSC Training Center attended the ceremony.
Help through its Capacity Building program funded all costs of the training; including accommodation, food, and transportation from and to districts for attendees.
It is worth mentioning that 5 rounds of Five Function Program were implemented since 2014 in IARCSC Training Center. Basic and intermediate rounds of 3 programs (Human Resources Management, Project Cycle Management and Policy and Strategy) and basic round of PCM focusing on M&E were implemented successfully for senior staff of 15 Herat districts.
