The 11th round of graduation ceremony of Herat Civil Servants – Capacity Building Program held in Qazi Amanullah Khan Hall-Herat Provincial Complex yesterday.

Asiluddin Jami, Herat Governor’s Deputy, Ghulam Farooq Qatea, National Coordinator of Civil Services Institute, Seyed Vahid Qatali, Head of Herat Provincial Council, Heads of Herat different depts., NGOs, Civil Society representatives, and Help NGO officials attended the ceremony.

  1. Ali Soroosh, Help CB Program Director meanwhile welcoming the audience and congratulating the graduates said: “157 civil servants from 27 Herat govt. departments participated in the training out of which 114 succeeded to receive certificate.

He also added, the main distinction of Help INGO CB Projects is successful implementation of the project and its long term duration from 2008 to the end of 2016, long term training rounds, standard curricula based on IARCSC standards, presence of experienced instructors, organizing field trips, continuous monitoring and evaluation, equipping eligible participants’ offices, and on time preparing certificates for graduates of the rounds in cooperation with related depts.

Management, Computer, English, Good Governance, Ecology and other useful subjects are taught during the training period.

Asiluddin Jami, Governor’s Deputy called IARCSC training programs positive and added, changing current governance system is impossible unless we pay a close attention to capacity building of the govt. staff. He also appreciated Help for its cooperation in capacity building of Herat civil servants.

Ghulam Farooq Qatea, National Coordinator of Civil Services Institute also said that all trained subjects for participants are based on IARCSC standards and asks all graduates to share their knowledge with colleagues in their departments.

At the end of the ceremony besides distributing the certificates and gifts, Herat Civil Services Commission awarded Help an appreciation letter for its effective and fruitful role in capacity building of Herat civil servants.

It is worth mentioning that upon successful implementation of the program, feeling the necessity for capacity building of Herat civil servants, interest and support of Provincial Capacity Building Committee and Herat CSC, the current project has been extended for 3 more years (Jan2014-Dec2016) by the German Government.
